Fiscal planning and effective revenue mobilization

The SA-TIED programme will host a policy dialogue in Pretoria to consider the policy implications of recent research in the areas of fiscal policy, revenue mobilization, and inclusive economic growth to be attended by the policy making community within South Africa's economic cluster.

The choices of our fiscal framework today can have dramatic implications for the long-term sustainability of government finances and indeed potential growth. This has never been more apparent than today, as South Africa faces stark fiscal choices that almost certainly imply a trade-off between the three objectives of counter-cyclicality, debt-sustainability, and intergenerational equity. As seen globally, long-term implications are often overlooked. To guide policy makers, it is imperative that we consider the incidence of the current taxation regime and the implications this has for the effectiveness of the tax systems in the attainment of revenue, redistribution, and economic growth. In addition, the demographic trends of the population will be considered in light of the potential demand for future services as well as the likely tax base.
